President Ferdinand R. Marcos Jr. has signed Republic Act No. (RA) 12313, or the Lifelong Learning Development Framework, which aims to promote continuous learning opportunities for Filipinos and build inclusive, skilled, and productive communities.
The new law sets standards and guidelines for lifelong learning programs in cities, municipalities, barangays, and learning institutions nationwide. It recognizes learning as a continuous process throughout all stages of life to enhance knowledge, skills, and competencies.
RA 12313 mandates the promotion of functional literacy, inclusive education, community-based learning, and workplace training with the participation of industry partners. It also encourages the use of modern learning technologies and the development of a culture of lifelong learning.
The law expands the functions of the Philippine Qualifications Framework – National Coordinating Council (PQF-NCC) by including the DILG and DTI secretaries as new members. The Council is tasked to create and implement a national master plan for lifelong learning, monitor its progress, and coordinate with local government units for implementation.
It will also establish a Philippine Credit Transfer System and Qualifications Register, integrate employment programs, and recognize LGUs that promote sustainable education under the Seal of Good Local Governance.
The PQF-NCC, together with stakeholders, must craft the national master plan within six months, aligned with the Philippine Development Plan and subject to review every five years.
Marcos Jr. signed the law on October 23, which will take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.IMT
