Binky April Tupas officially took her oath as the new representative of the Fifth District of Iloilo province during a ceremony held at the Barotac Viejo Municipal Gym on June 21.

Binky’s oath of office was administered by her husband, outgoing congressman Raul “Boboy” Tupas.

She secured the congressional seat after defeating her brother-in-law, Niel “Junjun” Tupas, in the May 2025 midterm polls.

In her speech, Binky thanked the people of the Fifth District for choosing her to lead them despite not being a native of Iloilo. She is the first woman to hold the post.

“I am not a native, no experience in politics, but we are given a chance by the electorate and God has given me the responsibility to serve the public,” she said.

Binky was born and raised in Bukidnon. Her family runs M. Montesclaros Enterprises Inc., a company that offers engineering and construction services in Northern Mindanao.

The newly elected congresswoman assured that she will continue the projects and programs initiated by her husband, including the construction of road networks and multipurpose facilities.

“My husband has done a lot of projects, but there is room for improvement. I am also committed to advance our legislation focused on values formation and character-building among the youth, noting concerns such as teenage pregnancy and rising HIV cases,” she said.

Binky entered politics in 2022 when she won the race for board of member of the didtrict.IMT
