Senator Camille Villar has filed a resolution urging the Senate to investigate the country’s growing mental health crisis and strengthen the implementation of existing laws to make care more accessible.
Through Proposed Senate Resolution No. 99, Villar called for a review of government programs to address gaps, improve affordable community-based services, and promote a whole-of-society approach to prevention and recovery.
Citing data showing nearly 2,000 suicide deaths and 3.6 million Filipinos suffering from mental or substance use disorders in the first half of 2025, the senator from Las Piñas said the figures demand immediate national action.
“Mental health is no longer an invisible issue, it is a silent crisis that demands a national response,” she said, stressing that weak implementation of existing laws limits their impact.
Villar also filed the Comprehensive Mental Health Benefit Act to expand PhilHealth coverage for psychiatric and psychological services.
“This inquiry will help us identify what still needs to be done so that every Filipino regardless of income or background can get the help and healing they deserve,” she added.IMT
