Senate Minority Leader Alan Peter Cayetano slammed the government’s K-12 program, saying it started with good intentions but failed due to poor funding and weak implementation.
In his vlog “CIA 365 with Kuya Alan,” Cayetano said the K-12 reform had the right vision but lost focus along the way.
“Maganda ang intensyon, maganda ang K-12. Pero ang problema, hindi pinondohan nang husto ng gobyerno,” he said.
The senator recalled opposing the program when it was first proposed, warning that the government lacked the resources to sustain it.
“I was saying we can’t afford it, but of course now na may flood control scandal, we can see nariyan ang pera, ang problema napupunta sa corruption,” he added.
Cayetano noted that many schools have resorted to shifting schedules because of limited classrooms, hurting the quality of education.
“Sa highly urbanized cities, more than 2,000 schools na ang two shifts. K-12 ka nga, half day ka naman,” according to him.
He stressed that even the best reforms will fail if leaders lose sight of their purpose. “Ang ganda ng objective, pero hindi makafocus. Walang masamang proposal sa education, pero kung hindi fully funded, hindi maaabot ang target.”
Cayetano urged agencies to refocus on results, ensure proper funding, and align reforms with their original goals. He also said the fight against corruption should begin with personal integrity and values.
