Senator Alan Peter Cayetano called on authorities to go after the “masterminds,” not just the “low-hanging fruits,” behind what he described as a massive and systemic flood control corruption scheme.

In media interviews, Cayetano said the scale of the anomaly suggests that powerful figures orchestrated it. 

“Kasi kung makikita mo, nationwide meron biglang ghost [projects] lahat [ng lugar]. Ibang usapan y’un,” he said.

The senator warned that unless these masterminds are exposed, they will continue to derail investigations and evade accountability. 

“Ang mastermind na kumita ng tens of billions, maybe hundreds of billions, guguluhin niya talaga ito.”

Cayetano lamented that three months after the President revealed the scam in his SONA, there is still no complete list of ghost flood control projects — proof, he said, that those behind it are obstructing the probe.

He urged the Senate Blue Ribbon Committee to start by listing all flood control projects from 2024 and 2025, identify suspicious ones, and summon those involved until the “queen bee” is caught.
