Governor Arthur R. Defensor Jr. has launched a sweeping provincial initiative to reinforce Iloilo’s defenses against security threats, disasters, and crises while sustaining its development gains.

Through Executive Order No. 111, Series of 2025, Defensor formally created the Provincial Community Defense Action for MoRProGRes Iloilo, a province-wide framework uniting peace, order, and resilience under one integrated system.

Called “4K for MoRProGRes” — short for Kapayapaan, Kaayusan at Katatagan Tungo sa Kaunlaran ng Bagong Pilipinas — the program seeks to establish a coordinated mechanism that strengthens community protection and accelerates Iloilo’s growth under MoRProGRes, or the Movement for a Robust, Progressive, Globally Competitive, and Resilient Iloilo.

The order provides for the establishment of three key components: the Provincial Community Defense Cluster, the Provincial Community Defense Action Force, and the Provincial Community Defense Action Center — all operating under the Office of the Governor. These bodies will handle planning, coordination, and emergency mobilization to protect public welfare and ensure continuity of development programs.

Defensor said the initiative operates under what he called an “Urgent Development Mode”, emphasizing quick action, inter-agency coordination, and convergence among local governments, national agencies, and private partners to address peace and order concerns, disaster risks, and health emergencies.

“Development cannot thrive without peace and order,” Defensor said. “4K for MoRProGRes ensures that Iloilo stands strong and ready — defending progress while sustaining it.”

The governor emphasized that the 4K framework institutionalizes resilience as a core value of governance — one that positions Iloilo to adapt and endure amid local, national, and global challenges.
