The Department of Environment and Natural Resources (DENR) in Western Visayas has raised an urgent call for stricter compliance with the Water Code of the Philippines, warning that failure to follow national policies could threaten Iloilo’s water security as urbanization intensifies.
Regional Executive Director Raul L. Lorilla, in a DENR-led forum, said many business operators remain unaware of their responsibilities under the law despite water being a critical yet finite resource.
“We look forward to empowering water business owners with the knowledge and tools necessary for responsible operation. The cooperation of all users is crucial in conserving our country’s fundamental resources,” he stressed.
Assistant Regional Director for Technical Services Edgardo M. Rostata added that water governance must be treated as a public duty, not just a commercial matter.
“Water sustains life, supports economies, and anchors public health systems. But its availability depends on how we manage it together,” he said.
The forum in Iloilo City was attended by at least 124 water-related business owners and stakeholders. It’s aimed at strengthening water governance and bridging gaps in compliance with Presidential Decree No. 1067, otherwise known as the Water Code.
Titled “Strengthening Water Governance: An IEC Campaign on PD 1067 for Water Business Owners in Iloilo City,” the activity featured lectures on water rights, permits, and environmental compliance.
Legal and technical experts from DENR’s Licenses, Patents and Deeds Division also detailed the process for securing permits through the National Water Resources Board (NWRB).
DENR said it has made progress in educating local government units in past years but emphasized that reaching water business operators directly is now critical, as they play a frontline role in delivering safe and sustainable water access.
Officials reiterated that without proper regulation and cooperation, Iloilo risks facing shortages and environmental strain that could impact both communities and industries in the near future.IMT
