The Department of Education (DepEd) in Western Visayas has renewed its commitment to deliver quality basic education, highlighting ongoing teacher training, vigilant monitoring, and notable strides in student achievement.

Hernani Escullar Jr., Regional Information Officer of DepEd-6, shared that teachers across the region are actively engaging in specialized training programs that sharpen classroom skills and inspire fresh, creative approaches for Ilonggo students.

“We continue to enhance the competencies of our teachers through sustained capability-building programs,” he said, stressing that upgrading skills directly translates to better student performance.

Merit-based bromotions for teachers

DepEd-6 has implemented the Expanded Career Progression (ECP) system as mandated by Executive Order No. 174.

The policy allows for merit-based promotions and salary increases while enabling teachers to remain in classroom roles.

The system established new teaching ranks within the classroom track, including Teacher IV-VII and Master Teacher I-V. Promotion waiting periods have been shortened to a minimum of 4 years.

Escullar noted that the reform celebrates outstanding teaching and motivates educators to remain in the classroom as they climb the career ladder.

Strict monitoring and continuous assessment

The regional office keeps a close watch on Schools Division Offices to uphold high standards.

Escullar said that performance reviews take place both before classes begin and midway through the school year.

“These assessments allow us to identify areas where teaching methods can still be improved and where the regional office can extend technical assistance,” he explained

Teachers are urged to weave Information and Communications Technology (ICT) into their lessons, sparking greater student interest and participation.

Escullar underscored that learning is a lifelong process, both for students and educators.

“Learning does not stop. As long as you live, you continue to learn,” he said.

Hiring standards and qualifications

D According to DepEd-6, teacher qualifications are determined by the Civil Service Commission, which requires passing the licensure examination, holding a bachelor’s degree in education, and meeting professional standards.

The agency implements a structured screening and hiring process to ensure that only qualified candidates are appointed.

Improved reading performance

Escullar shared encouraging improvements in student literacy, especially among participants in the Balik-Aral program.

“Learners who once struggled with reading have now advanced to higher levels, such as High Emerging Reader and Developing Reader grade levels have improved,” he said, attributing the gains to teachers’ dedication and targeted interventions.

His statement comes amid public discussions on teaching quality, including a recent social media post by political analyst Clarita Carlos, who remarked that even well-equipped classrooms will not produce results without competent teachers.

DepEd-6 emphasized that, although facilities matter, the region places greater value on strengthening teacher skills and accountability to ensure students receive top-quality education.IMT
