Former Public Works Secretary Manuel Bonoan remains under “real-time monitoring” by the government despite his trip to the US to accompany his ailing wife, the Department of Justice said Wednesday, Nov. 12.
DOJ spokesperson Atty. Polo Martinez said Bonoan is “bantay sarado” under the Immigration Lookout Bulletin Order (ILBO), which alerts authorities of his movements abroad even without a Hold Departure Order.
Martinez said Bonoan’s passport is marked for tracking, ensuring immediate reporting to the DOJ through the Bureau of Immigration.
”ILBO guarantees that every movement of any citizen who is under the ILBO will be monitored and reported to the proper authorities,” he stated.
Bonoan and five other ex-DPWH officials are being recommended for a formal probe by the Independent Commission for Infrastructure over a P72.3-million “ghost” flood control project in Bulacan.IMT
