Former Department of Public Works and Highways (DPWH) Secretary Manuel “Manny” Bonoan has returned to the Philippines, the Bureau of Immigration (BI) confirmed.
Bonoan arrived at the Ninoy Aquino International Airport on Sunday morning, January 18, 2026, aboard China Airlines flight CI0701 from Taipei.
He is under the BI’s Immigration Lookout Bulletin Order (ILBO) following a directive from the Department of Justice in connection with an ongoing probe into alleged anomalous flood control and “ghost” projects.
Immigration records show Bonoan left the country last year to accompany his wife to the United States for a medical procedure. He arrived alone.
BI Commissioner Joel Anthony Viado said the agency immediately informed the Secretary of Justice of Bonoan’s arrival, stressing that lookout bulletins are meant to monitor the movements of persons of interest in active investigations.IMT
