Senator Sherwin Gatchalian has called on the DSWD to quickly issue guidelines ensuring financial assistance programs, like the Assistance to Individuals in Crisis Situation (AICS).

“This would help ensure that financial assistance… remains free from political interference,” said Gatchalian, adding that the guidelines should reflect Section 19 of the General Appropriations Act.

The section, according to the senator, prohibits political involvement in aid distribution, requiring that all cash and financial assistance be handled only by authorized government officers or accredited partners. 

He also urged the DSWD to set clear mandatory requirements, protocols, and reporting mechanisms.
