International Builders Corporation (IBC), an Iloilo-based construction company, is facing multiple charges over alleged irregularities in the P397-million rehabilitation project for a cemetery in Malabon City.

The charges were filed before the Office of the Ombudsman by Tomas Santos Cruz, a resident in the city. He accused the firm of violating sanitation, procurement, and anti-graft laws.

In his 11-page complaint, Cruz said the rehabilitation project, which began in 2022, was awarded to IBC despite lacking the qualificaitons.

He also accused the contractor of mishandling the transfer of the remains of thousands of individuals, including those of his relatives, buried at the Tugatog Cemetery.

In a media interview, lawyer Avelino Vadillo IV, the complainant’s legal counsel, said the bones were mixed together.

“The disrespect talaga. Sacred ‘yan e, diba? Buto na lang ‘yan, ‘yan na lang yung huli mong alaala, ta’s iju-jumble-jumble mo,” he told reporters.

Aside from IBC president Helen Edith Lee Tan, Representative Antolin ‘Lenlen’ Oreta III, the city’s former mayor, was also named in the complaint.IMT
