The Sangguniang Panlungsod is preparing a “bold” ordinance that will require all national government agencies, offices, and corporations to coordinate with the Iloilo City Government before launching projects—an unprecedented move aimed at curbing “ghost projects” and plugging corruption.
Councilor Rex Marcus Sarabia, the proponent, admitted the proposed measure could stir controversy and face legal challenges but said the city could no longer afford to be passive.
“This is a bold stance, but our city’s circumstances compel us to act. We need to secure our local economy and protect the interest of the Ilonggos,” Sarabia said during Wednesday’s (Sept. 3) regular session.
The proposal comes in the wake of legislative hearings that uncovered questionable infrastructure projects, with the Iloilo City District Engineering Office (ICDEO) of the Department of Public Works and Highways (DPWH) notably absent from proceedings.
ICDEO head Roy Pacanan tendered his courtesy resignation on September 1 following DPWH Secretary Vince Dizon’s call for accountability.
Sarabia also pushed another measure empowering the city to summarily demolish illegal structures obstructing rivers and waterways, citing national laws that classify such obstructions as public nuisances.
Both measures have been referred to their respective committees for action. If passed, the ordinances are expected to tighten oversight of public works projects in Iloilo City and prevent a repeat of delays, irregularities, and alleged ghost projects now under national scrutiny.IMT
