Senator Francis “Kiko” Pangilinan pressed contractors Sarah and Curlee Discaya to produce their alleged payoff ledger listing officials who supposedly received kickbacks from their construction firms.
He warned that excuses won’t fly as Mr. Discaya is already detained by the Senate and Mrs. Discaya—who is not detained—can retrieve the document.
The Blue Ribbon Committee ordered the couple, escorted by the Senate Sergeant at Arms, to locate and submit the ledger within the day.
Pangilinan also grilled former DPWH undersecretary Roberto Bernardo and Bulacan district engineer Henry Alcantara on how kickbacks were allocated to lawmakers through funds under the NEP and GAA, questioning how these computations were made.
He is also pushing to invite DPWH Assistant Secretary Joy Manginsay, whom Bernardo identified as the department’s liaison to Congress.IMT
