Senator Francis “Kiko” Pangilinan has warned that Sarah and Curlee Discaya cannot be placed under witness protection if their sworn statement on anomalous flood control projects is “edited” or “photoshopped.”
The Discayas, whose firms bagged billions in DPWH contracts since 2016, only named officials allegedly soliciting money from ghost or substandard projects starting 2022.
Pangilinan noted the gap, stressing: “2016 pa sila sa flood control projects pero mula lang 2022 ang mga pinangalanan… Hindi pwede ang cover up.”
During the September 8 Senate Blue Ribbon hearing, the couple read their sworn statement and expressed readiness to be state witnesses. The senator insisted they must tell “the whole truth,” warning that liars cannot be covered by the witness protection program.
The Senate panel is probing the flood control scam and other questionable DPWH contracts, including those awarded to the Discayas’ construction firms.IMT
