Incoming Senate Blue Ribbon Committee chair Panfilo Lacson has vowed to run investigations with a strict, evidence-based approach, starting with the probe on alleged ghost and substandard flood control projects.
Lacson said he will demand “receipts” such as ledgers and vouchers instead of relying solely on testimonies, including those of whistleblowers Pacifico and Cezarah Discaya.
“I will not rely on the say-so of others hook, line and sinker. In my privilege speeches, I do not rely on mere reports or testimonies. Instead, I ask myself what evidence do I have to support what I will say?” he stressed.
The senator added he will guard against selective testimonies and pick up from where previous Senate hearings left off.
Lacson also clarified there will be no conflict with Malacañang’s planned independent commission, noting the Senate’s inquiry is in aid of legislation.
He said evidence gathered by the Blue Ribbon panel will be shared to help in possible prosecutions.IMT
