Senate President Pro Tempore Panfilo Lacson said that only the Senate Committee on Ethics and Privileges can recommend sanctions, including expulsion, for Senator Ronald “Bato” dela Rosa’s prolonged absence.
Without a formal complaint and the committee’s recommendation to the plenary, Lacson said the Senate leadership has no basis to act, including withholding dela Rosa’s salary.
The committee, chaired by Senator JV Ejercito, is waiting for complaints, with a possible filing by former senator Antonio Trillanes in May.
Lacson stressed that any suspension or expulsion requires the committee’s interpretation and a two-thirds plenary vote.
He noted dela Rosa’s office still operates, filing bills and resolutions, and staff salaries would continue even if the senator’s pay is withheld.
Meanwhile, dela Rosa has not communicated with Lacson, who asked Senator Bong Go to relay messages to the senator’s wife.IMT
