Senator Loren Legarda is urging passage of Senate Bill No. 1853 or the K to 3 Foundational Learning and Nurturing Care Act to help resolve the country’s learning crisis.
Legarda said the State must strengthen children’s development from birth to Grade 3, a critical period for building cognitive skills. She warned that students who fall behind early struggle with more complex lessons and often never catch up.
The bill aims to boost literacy, numeracy, and socio emotional development from Kindergarten to Grade 3 to prevent early learning gaps from becoming lifelong disadvantages. It adopts a prevention first strategy focused on strong foundations instead of remedial measures later on.
The proposal promotes high quality, language rich and numeracy rich instruction integrated with socio emotional learning and values formation to ensure children become literate, emotionally resilient, and capable of responsible decision making.
Legarda called for urgent action, saying the learning crisis already affects productivity, employability, and social cohesion.IMT
