President Ferdinand Marcos Jr. has signed Executive Order (EO) No. 94 creating the Independent Commission for Infrastructure (ICI) to investigate anomalies in government flood control and other infrastructure projects.

Malacañang said the body will act independently to probe irregularities in planning, financing, and implementation of projects nationwide, particularly flood control projects from the past 10 years.

The ICI will have a chairperson and two members with proven integrity and competence. Marcos Jr. will announce the appointees soon.

The commission is empowered to conduct hearings, gather and evaluate evidence, and issue subpoenas. It may also recommend criminal, civil, or administrative cases against erring officials to the Office of the President, Office of the Ombudsman, DOJ, and Civil Service Commission.

The body may likewise suggest corrective measures or legislative action to prevent future misuse of funds. Witnesses in ICI investigations may apply for protection under the Witness Protection Program.IMT
