President Ferdinand “Bongbong” Marcos Jr.’s performance satisfaction rating has plunged to 21%, while Vice President Sara Duterte’s satisfaction stands at 43%, according to the November 2025 national survey of non-partisan public opinion firm WR Numero.
The latest Philippine Public Opinion Monitor asked respondents to assess the performance of the country’s top leaders. The non-commissioned survey, conducted from Nov. 21-28, was done through face-to-face interviews with a nationally representative sample of 1,412 Filipinos residing in the Philippines.
Pres. Marcos Jr.’s performance
The nationwide survey found that satisfaction with President Ferdinand Marcos Jr.’s performance has fallen to 21%, a 14 percentage point drop from August 2025 — his steepest decline since February 2025. This marks his lowest since the Opinion Monitor began tracking in December 2023.
Nearly half of Filipinos (47%) said they are dissatisfied with the president’s performance, a 15 percentage point increase from August and his highest dissatisfaction rating since December 2023.
Meanwhile, about three in 10 (32%) were unsure of their assessment.
Younger Filipinos express the strongest disapproval. Among those 30 and younger, 64% are dissatisfied with Marcos’ performance. Satisfaction peaks among seniors 60 and older, with four in 10 (41%) approving. Filipinos aged 31 to 59 are split in their views.
Across income levels, dissatisfaction is widespread but most pronounced among Class D respondents (60%), followed by Classes ABC (50%) and E (43%).
Mindanao recorded the highest dissatisfaction at 66%, followed by Visayas (48%), Metro Manila (42%) and the Rest of Luzon (39%). Satisfaction is strongest in the Rest of Luzon (28%) and Metro Manila (27%). Nearly four in 10 Visayans (39%) remain undecided, the highest uncertainty rate among regions.
More than seven in 10 Filipinos (72%) who align with the Duterte family and their allies are dissatisfied with Marcos’ performance. By contrast, 66% of Marcos family supporters remain satisfied. Opposition supporters are divided: 45% dissatisfied, 41% unsure. Independents are mostly uncertain (45%).
VP Duterte’s performance
Vice President Sara Duterte’s performance satisfaction rating stands at 43%, a 4 percentage point decline from her August 2025 rating of 47%. Dissatisfaction rose slightly to 23% in November from 21% in August. More than one in three Filipinos (34%) remain unsure of their assessment.
By age groups, younger Filipinos are satisfied with the vice president’s performance: 47% among those aged 30 and below, and 44% among 31 to 59 year old Filipinos. In contrast, dissatisfaction and uncertainty is highest among senior Filipinos (32% and 42%, respectively).
Satisfaction is highest among Class E Filipinos (45%), followed by Class D (43%) and Classes ABC (32%). Dissatisfaction peaks among Class D respondents (33%), followed by Classes ABC (29%) and E (20%). Upper-class Filipinos show the most uncertainty, with 40% unsure of their assessment.
Mindanaoans view the vice president’s performance most favorably, with 75% satisfied. Satisfaction rates are lower in Visayas (49%), the Rest of Luzon (30%) and Metro Manila (30%).
Dissatisfaction is highest in the Rest of Luzon (30%) and the capital region (28%). Luzon residents express the greatest uncertainty: 45% in Metro Manila and 40% in the Rest of Luzon.
Duterte family supporters show overwhelming approval, with 79% satisfied with the vice president’s performance. By contrast, dissatisfaction is high among Marcos supporters (52%) and opposition backers (43%). More than half of independents remain unsure of their opinion.
The nationwide survey has a margin of error of ±3% at a 95% confidence level. At the subnational level, the margin of error is ±7% for the National Capital Region, ±4% for the rest of Luzon, ±6% for the Visayas, and ±5% for Mindanao, all at the same 95% confidence level.
