Electricity subsidies are now easier to access for low-income and marginalized families, while the Net-Metering Program for solar users has been streamlined, President Ferdinand Marcos Jr. announced.

Speaking at the “Collective Response to Presidential Commitments in the Energy Sector” at the Meralco Theater in Pasig, Marcos Jr. said rules are now clearer and processes faster to make power more accessible and affordable.

He ordered the automatic enrollment of all Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries into the Lifeline Rate Subsidy Program, starting this month, in coordination with distribution utilities. 

As of November 2025, only 334,000 consumers, or 11% of about three million 4Ps beneficiaries, were registered due to complex requirements.

Under the new threshold, 4Ps households consuming 50 kilowatt-hours or less per month will receive a 100% discount. Poor families not covered by 4Ps may also register if eligible.

The President also said the Net-Metering Program, allowing households to install solar panels and sell excess power to the grid, will now have a faster process after the Department of Energy (DOE) and Energy Regulatory Commission revised procedures.

A Joint Memorandum Circular signed by the DOE, Department of the Interior and Local Government, and Department of Public Works and Highways mandates standardized forms and processing timelines for LGUs, while the ERC ordered distribution utilities to finish interconnection within 20 working days from acceptance of application.

Marcos Jr. cited Meralco’s support, including the Terra Solar Project and rural electrification efforts, and urged Filipinos to take advantage of the programs for a more stable and sustainable energy future.IMT
