The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has expressed full support for Senate Bill No. (SBN) 1366 or the Terror Grooming and Radicalization Prevention Act, which aims to stop the recruitment and indoctrination of vulnerable Filipinos, especially the youth, by communist and terrorist groups.
NTF-ELCAC Executive Director Ernesto Torres Jr. said the measure will strengthen preventive mechanisms against radicalization and protect youth, indigenous peoples, and farmers from exploitation.
He added that SBN 1366 will “disrupt predatory recruitment that turns hardship into violence, empower communities to reject manipulation, and deliver justice and rehabilitation to victims all while safeguarding legitimate dissent.”
Torres also lauded Senator Ronald “Bato” Dela Rosa for filing the bill and urged lawmakers and the public to support it, calling it a crucial step toward safer, terror-free communities.IMT
