The Philippine Ports Authority (PPA) has ordered the immediate suspension of all port operations in areas identified as vulnerable to tsunami impacts following the magnitude 8.7 earthquake off Kamchatka, Russia.
In a memorandum dated July 30, 2025, PPA general manager Jay Santiago directed all Port Management Offices (PMOs) across Luzon, Visayas, and Mindanao to halt passenger embarkation, disembarkation, and cargo handling starting 12:00 noon on Wednesday, July 30, until further notice from Philippine Institute of Volcanology and Seismology (PHIVOLCS).
The precautionary measure is in response to the tsunami advisory issued by the PHIVOLCS, which warned of minor sea-level disturbances that could affect eastern coastal provinces.
Affected areas include:
• Luzon: Batanes, Cagayan, Isabela, Aurora, Camarines Norte, Camarines Sur, Albay, Catanduanes, Sorsogon
• Visayas: Northern Samar, Eastern Samar, Leyte, Southern Leyte
• Mindanao: Dinagat Islands, Surigao del Norte, Surigao del Sur, Davao Oriental, Davao del Norte, Davao del Sur, Davao de Oro
The PPA is coordinating with the Philippine Coast Guard, local government units, and terminal operators to monitor sea conditions and enforce safety protocols. Vessels currently docked or inbound have been advised to move to deeper waters if needed.
“We urge everyone to remain alert and cooperative as we work closely with our partner agencies to monitor the situation. The safety of our people is our utmost priority,” Santiago emphasized.
The public is strongly advised to stay away from beaches and coastal areas during the threat period. Small boats and port equipment are also being secured, and emergency response units have been placed on standby pending official clearance from PHIVOLCS.IMT
