Senate Minority Leader Vicente Sotto III has filed the “People’s Freedom of Information Act of 2025,” seeking to give citizens greater access to government records and ensure full public disclosure of transactions involving public interest.
The bill mandates agencies to publish monthly updates online, including budgets, collections, disbursements, procurement plans, contracts, and other key documents. It also requires public disclosure of the SALNs of top officials, including the President, Vice President, Cabinet members, lawmakers, justices, and generals.
Sensitive personal data—such as health records, tax returns, and other private information—will remain confidential.
Public officials who hide, destroy, or alter information face one to six months in jail and fines of P10,000 to P100,000.
“Transparency is the cornerstone of good governance. To foster accountability, trust and citizen participation, our Government shall provide ready and complete access to key information to the discerning public” said Sotto.IMT
