Senior high school graduates can now apply for entry-level government jobs, Malacañang announced, following a major policy shift under Marcos administration.

Presidential Communications Undersecretary Claire Castro said the Civil Service Commission (CSC) issued Resolution No. 2500229, which updates the qualifications for first-level positions to include K-to-12 graduates.

Promulgated on March 6, 2025, the resolution allows hiring of Grade 10 completers (starting 2016); Grade 12 graduates (starting 2016); and Tech-voc track graduates with TESDA NC II certificates.

“Ngayon, kinikilala na ang mga sumusunod na Grade 10 completers simula 2016, Grade 12 graduates simula 2016, at mga nagtapos ng tech-voc (technical-vocational) track na may TESDA NC II Certification,” Castro said in a Palace briefing, referring to Technical Education and Skills Development Authority National Certificate.

The move aims to expand job opportunities for young Filipinos and aligns government hiring with the K-to-12 education system.

The revised rules apply to clerical, custodial, and other sub-professional jobs. However, they do not apply to positions that require college degrees or board-licensed professionals.

Applicants must still meet other requirements, including relevant training, work experience, and civil service eligibility.

The CSC also emphasized that hiring remains discretionary, subject to existing laws and regulations.

The K-to-12 Basic Education Program, launched in 2012, was designed to equip students with the skills and values needed for lifelong learning and employment, according to the Department of Education.IMT
