Nearly 8 in 10 Filipino adults want the Barangay and Sangguniang Kabataan (SK) elections to proceed as scheduled in November 2026, while only about 1 in 10 believe it should be postponed again, according to the August 2026 issue of The National Momentum Survey.

The non-commissioned survey, conducted from August 18 to 23, found that a clear majority of 78.9% Filipino adults believe the barangay and SK elections should proceed as scheduled, compared with 11.8% of Filipino adults who say the elections should once again bepostponed.

Meanwhile, 6.2% of Filipinos say they do not have enough knowledge about the issue to take a position, while another 2.8% are unsure. Only 0.3% refuse to answer.

In 2025, President Ferdinand “Bongbong” Marcos Jr. signed Republic Act No. 12232, effectively moving the barangay and SK elections originally scheduled in December 2025 to the first Monday of November 2026 and setting subsequent polls every four years.

A year into that postponement, lawmakers have again pushed to move the BSKE further.

Last week, the Senate local government committee approved two bills concerning the elections: one proposing to postpone the elections to October 2027 and another seeking to extend the terms of barangay officials from four to five years.

While calls for postponement are relatively low across regions, they are most pronounced in Metro Manila, where nearly 1 in 5 Filipino adults (18%) say the BSKE should be postponed again.

Nonetheless, large majorities across all regions favor holding the elections as scheduled on November 2, including 81.7% in the Visayas, 79.4% in the Rest of Luzon, 79% in Mindanao, and 73.2% in Metro Manila.

Factional breakdown

This preference is also consistent across political factions, with majorities in all four groups in favor of proceeding with the BSKE this year.

Support for proceeding is highest among Pro-Duterte respondents at 83.3%, followed by Pro-Marcos at 82.2% and Pro-Opposition respondents at 82%. Among Independents, 76% say the elections should no longer be postponed.

Independents are slightly more open to another postponement than any other political group, with 14.2% saying the polls should be delayed again — the highest share in favor of postponement across the four factions.

Breakdown by generations

The survey also found modest differences across generations. Support for holding the elections as scheduled is highest among Gen Zs and Millennials at 80.7% and 82.1%, respectively.

Meanwhile, older generations such as the Gen X, Baby Boomers, and Silent Generation are slightly more likely to favor another postponement. The overall pattern, however, remains consistent, where majorities across all generations still support holding the BSKE this November.

Nearly 1 in 5 Gen X Filipinos say the BSKE should be moved again. Among Baby Boomers and members of the Silent Generation, roughly 13% favor another delay. This is in contrast
with only about 1 in 10 Gen Z and Millennial Filipinos in support of the postponement.

The findings come as the country prepares for another barangay and SK election cycle after years of repeated postponements. The last BSKE was held on October 30, 2023.

Conducted from August 18 to 23, the National Momentum Survey was carried out through face-to-face interviews with a nationally representative sample of 1,487 Filipino adults. It has a national margin of error of ±2.5 percentage points at a 95% confidence level.
