The Office of the Ombudsman has ordered the dismissal of former Acting Senate Sergeant-at-Arms Mao Aplasca over the gunfire incident at the Senate on May 13.
In its ruling, the Ombudsman found Aplasca guilty of Grave Misconduct and Gross Neglect of Duty, saying there was no justification for firing his weapon.
“The unjustified discharge of firearm caused panic and disturbance, endangered the lives of unarmed journalists and Senate personnel, and resulted in the emotional distress of some Senators,” it said.
Aplasca maintained that he fired warning shots because he believed there was a threat to the Senate, but the Ombudsman said there was no imminent danger that warranted the use of force.
Since Aplasca has already retired, the dismissal will instead be enforced through a fine equivalent to one year’s salary, which will be deducted from his retirement benefits and other receivables.IMT
