Sen. Raffy Tulfo finds solid ground among Filipino adults in Metro Manila, the Rest of Luzon, and Visayas, where he is the most preferred vice president for 2028 in a survey conducted by Momentum Research.
The non-commissioned August 2026 National Momentum Survey found that Tulfo has the highest support among adults in Metro Manila (26.4%), the Rest of Luzon (31.3%), and Visayas (26.8%), but is weakest in Mindanao (8.0%), a Duterte stronghold, where preferences are mainly split between Sen. Bong Go (25.8%) and Sen. Robin Padilla (25.6%).
While Tulfo also leads in Visayas, Pro-Opposition names do best in this region, with support divided almost evenly between Sen. Risa Hontiveros (12.9%) and Sen. Bam Aquino (12.7%).
Mindanao and the Rest of Luzon have the largest shares of undecided Filipino adults at 14.0% and 13.0%, respectively.
These regional findings align with the national picture, where Tulfo (24.5%) emerges as the frontrunner for vice president, with 14.5% preferring Padilla and 13.5% choosing Go.
Support for Tulfo has also strengthened in August, with a +6.2 pp increase since July 2026.Only Padilla gained +1 pp in preference polls. Meanwhile, some of the current top six bets, Go (-2.5 pp), Marcoleta (-0.1 pp), and Aquino (-1.4 pp), incurred a decrease in favorability among adults since the July survey.
As of writing, no public official has expressed their intention to run for vice presidency in the upcoming election.
However, many have already ruled out a run for national office; this includes Tulfo, Aquino, and Padilla. Although Vice President Sara Duterte has declared a presidential bid, she has yet to disclose her preferred running mate.
Support for Tulfo highest among older generations, weakest among Gen Z
Tulfo remains the top vice presidential bet for three generation groups, namely Millennials (26.4%), Gen X (29.7%), Baby Boomers and the Silent Generation (34.4%).
Noticeably, Padilla ranks the highest at 16.7% among Gen Z adults, followed by Tulfo (14.9%), Go (13.1%), Aquino (12.6%), and Hontiveros (10.9%).
At the same time, Baby Boomers and the Silent Generation have the highest share of undecided adults across generations at 23.5% (See Table 2).
Factions have their own VP bets; Independents prefer Tulfo
Among Filipinos who identify as Marcos supporters, Tulfo surfaces as the faction’s consolidated bet, with more than one-third of their support (38.9%).
Meanwhile, Duterte supporters are split between Padilla (26.7%) and Go (25.4%).
As for the Pro-Opposition, Hontiveros continues to receive the backing of 30.6% of adults, who say they would vote her for vice president. Remaining support, however, is split, with Tulfo (26.1%) and Aquino (23.7%) behind.
Voting patterns of adults who identify as Independent are similar to national numbers, with 28.6% preferring Tulfo.
A possible explanation could also be linked to how Independents take up the largest share of the survey’s sample (45.5%). While more than one-fourth of Independents say they would vote for Tulfo as vice president, 13.7% are also undecided — the highest across factions.
Conducted from August 18 to 23, the National Momentum Survey was carried out through face-to-face interviews with a nationally representative sample of 1,487 Filipino adults. It has a national margin of error of ±2.5 percentage points at a 95% confidence level.
Subnational margins of error are ±6.9% for the National Capital Region, ±3.8% for the Rest of Luzon (North, South, and Central Luzon), ±5.8% for Visayas, and ±5.5% for Mindanao — all at a 95% confidence level.
