Senator Joel Villanueva is pushing for a law that would give part-time workers clear labor rights and benefits.
Villanueva filed Senate Bill No. 2375, or the proposed Part-Time Employment Act, which seeks to add provisions to the Labor Code defining part-time work and protecting workers under such arrangements.
The senator said the Labor Code has no specific rules for part-time employment, leaving its regulation largely to existing Department of Labor and Employment guidelines.
Under the bill, part-time workers would be paid based on the hours they work but not below the minimum wage. They would also be covered by SSS, PhilHealth and Pag-IBIG, as well as security of tenure, leave benefits, retirement pay and the right to join unions.
Villanueva cited government data showing that 3.93 million Filipinos were underemployed in December 2025 and were looking for additional or better work.
The senator said part-time jobs could provide more options for students, parents, senior citizens, persons with disabilities and workers who need flexible schedules.IMT
