The Commission on Human Rights (Philippines) has opened an independent investigation into the armed clash in Barangay Salamanca, Toboso, Negros Occidental that killed at least 19 people, including student leader Alyssa Alano and journalist RJ Nichole Ledesma.
The CHR said its regional office is working with local authorities, security forces, civil society groups, and families in the retrieval and verification of remains in Toboso and Escalante.
Conflicting accounts have emerged, with the Armed Forces of the Philippines saying those killed were armed group members, while other reports claim civilians were among the dead.
The CHR stressed the need for independent verification, noting that individuals are presumed civilians in cases of doubt under International Humanitarian Law.
It also reminded all parties of obligations to distinguish between combatants and civilians and avoid indiscriminate attacks.
The commission said alleged unlawful killings must be investigated promptly and impartially, and raised concern over reports that more than 100 families were displaced, calling for humanitarian assistance and protection.IMT
