In a time of rising fuel costs and heightened calls for sustainability, the Iloilo Provincial Capitol complex has emerged as a beacon of energy efficiency, earning a flawless 100 percent five-star rating under the Government Energy Management Program (GEMP).

The distinction, granted in accordance with Republic Act No. 11285 or the Energy Efficiency and Conservation Act, affirms Iloilo’s commitment to responsible governance and climate-conscious public service.

The recognition followed a random spot check conducted on April 13, 2026, by the Department of Energy (DOE) Visayas Field Office.

Lourdes Arciaga of the Energy Resource Development and Utilization Division led the evaluation, which assessed compliance with national directives aimed at mitigating the country’s fuel crisis.

The inspection was carried out in line with Memorandum Circular No. 114 and Executive Order No. 110 issued by Ferdinand Marcos Jr., mandating energy conservation measures across government institutions.

At the heart of the Capitol’s success are innovative and disciplined practices. These include the establishment of an Energy Efficiency and Conservation (EEC) Desk, the designation of trained focal persons, and the adoption of fuel-saving initiatives such as carpooling, prioritized official travel, and a four-day workweek.

Regular driver training and the procurement of a Phase II 100-kilowatt Solar Photovoltaic System further underscores the province’s transition toward renewable energy.

Reinforcing these initiatives, Governor Arthur Defensor Jr. issued Executive Order No. 34, institutionalizing energy and fuel conservation protocols across provincial offices. This was strengthened by Executive Order No. 34-A, which extends energy efficiency efforts to the residential, commercial, industrial, and transport sectors throughout the province.

The spot check was facilitated by the Provincial Government Environment and Natural Resources Office (PGENRO) through its Energy Efficiency and Conservation Desk, led by Atty. Cesar Emmanuelle Buyco Jr.

Supporting the initiative were EEC focal person Rey Victor Garin and personnel from the General Services Office and Provincial Engineer’s Office, who ensured the effective implementation of austerity measures and fuel monitoring systems.
