Iloilo City’s innovative approach to local disaster management took center stage at the International Disaster Resilience Leaders Forum (IDRLF) 2026 in Incheon, South Korea, on Sept. 7-8.
Mayor Raisa Treñas—the sole Filipino local chief executive at the summit—presented the city’s nine operational ICARe (Iloilo City Action and Resilience) centers during the two-day forum.
ICARe centers function as local emergency hubs and learning centers that streamline critical incident response and foster tighter coordination among response teams during critical incidents.
Treñas also participated in a climate adaptation training workshop designed to equip local officials and stakeholders with the skills to develop and finance disaster risk reduction projects.
Gathering leaders, experts, and organizations from across Northeast and Southeast Asia, the IDRLF focused on turning community-led strategies into concrete action amid complex climate risks and digital transformation.
Key discussions explored AI-driven prevention, innovative risk financing, and smart local investments.
The annual event is co-organized by the Incheon Institute, the UNDRR Office for Northeast Asia and GETI, South Korea’s Ministry of the Interior and Safety, ICLEI World Secretariat, and Making Cities Resilient 2030.IMT
