Senator Panfilo Lacson is pushing for the Department of Justice (DOJ) and its attached agencies to get a bigger share of the revenues they generate after the “DOJ family” remitted P18.715 billion to the national treasury in 2025 but received only P262.778 million back under the Special Account.
Lacson raised the issue during the Senate finance committee hearing on the proposed 2027 budget of the DOJ and its attached agencies on Thursday.
“We want to find out so we can make some adjustments. Ang laki ng cut ng Department. At least sa aspect na ito we want to support the Department. That’s why I’m trying to find out the details,” he said.
He specifically cited the Land Registration Authority (LRA), which remitted P11.444 billion to the Treasury in 2025 but was allocated only about P1.78 billion in the 2027 National Expenditure Program (NEP).
Lacson said the LRA should have retained 20% of its remittances, or about P2.289 billion, but the NEP provided only 15%.
“So short by five percent? That’s a violation of the law,” Lacson said after LRA Administrator Gerardo Sirios raised the five-percent gap.
“Kung under the Presidential Decree entitled ka sa 20% tapos bigyan ka sa NEP ng 15%, we can probably correct o remedyuhan ang error by giving back to the Department, maybe to the LRA, the missing 5%,” he added.
Meanwhile, National Bureau of Investigation Director Melvin Matibag said the NBI remitted P855 million from clearance processing fees in 2025. The NBI is entitled to 30% of its earnings under the NBI Modernization Act, but the amount it receives is capped at P150 million annually.IMT
