The Iloilo Provincial Government, local government of Pototan, and Straw Innovations have entered into a memorandum of understanding (MOU) aimed at upgrading local rice harvesting, milling, and straw management practices in the province.
The partnership was formally sealed by Governor Arthur Defensor Jr., Mayor Rafael Enrique Lazaro, and Jay-Rness D. Ceria, who serves as brand and marketing manager for the United Kingdom-based agritech firm.
Also present during the MOU signing was Ellen Anthony, Second Secretary for Climate, Foreign, Commonwealth & Development Office (FCDO).
The MOU centers on modernizing harvesting and processing operations, focusing specifically on the Rice Processing Complex in Pototan and its surrounding agricultural areas.
Under the agreement, the parties will coordinate the use and schedule of combine harvesters with the drying and milling operations of the Rice Processing Complex to minimize delays and post-harvest losses.
Straw Innovations will deliver combine harvesters and oversee their entire operational lifecycle—from initial operator orientation and field deployment to technical support and regular maintenance.
The partnership will also promote sustainable rice straw management by incorporating collection, mulching, composting, and other eco-friendly practices.
The Iloilo Provincial Government will lead coordination through the Provincial Technical Working Group and ensure that the activities are aligned with the province’s agricultural programs, including the Provincial Agriculture and Fisheries Enhancement Strategy–Rice.
The local government will spearhead local coordination by identifying farmer organizations, aligning field harvesting schedules with the Rice Processing Complex, and promoting voluntary farmer participation.
The MOU will be effective for three years, with an option for renewal subject to a written agreement among the three participating parties.IMT
