More than 93,000 public school personnel are expected to benefit from an additional P8.68 billion released by the government for the continued implementation of the Expanded Career Progression (ECP) System.
The funding was ordered released by President Ferdinand Marcos Jr. to the Department of Education (DepEd) to support the promotion and career advancement of public school personnel.
Presidential Communications Office Undersecretary Claire Castro said the additional funds will cover implementation requirements for 2025 and 2026, including personnel who have already received their Notices of Organization, Staffing and Compensation Action (NOSCA) and appointments.
“Saklaw din ng pondo ang implementation requirements para sa Fiscal Year 2025 at Fiscal Year 2026 para sa mga nabigyan ng NOSCA at appointments,” Castro said during a Palace briefing Thursday.
The ECP System allows teachers to move up to higher teaching positions, with corresponding salary increases, without having to leave classroom teaching and take on administrative jobs.
The program is also intended to give teachers clearer opportunities for promotion based on their qualifications, experience and professional growth.
Castro said regional offices of the Department of Budget and Management (DBM) will process the funds for their immediate release to DepEd regional offices.
The Marcos administration has also proposed P12.9 billion for the ECP System in the proposed 2027 national budget.
According to Castro, this is P5.94 billion or 96.6% higher than the program’s funding for 2026.
“Ang hakbang na ito ng Pangulo para sa sektor ng edukasyon ay patunay lamang sa seryosong hangarin ng Pangulo sa pagyabong ng kaalaman ng mga batang Pilipino,” Castro said.IMT
