From expanded public services to programs addressing community needs, Iloilo City’s development gains will take center stage as Mayor Raisa Treñas delivers her second State of the City Address (SOCA) today, October 26.

Anchored on the theme “Ilonggo: Sentro sang Progreso kag Serbisyo,” the address will highlight how people-centered governance drives the city’s progress through programs and services that respond to community needs.

Treñas is expected to present the results of the expanded Rise-To-Action Framework, which is supported by political will, hard work, responsive service delivery, and people’s participation. Its expansion from 42 to 45 programs reflects the administration’s efforts to broaden its initiatives and address the diverse and evolving needs of Ilonggos.

Among the key areas to be presented are livelihood and employment, social services, health, education, infrastructure, and other sectors that directly address the needs of residents and contribute to a more inclusive, progressive, and livable city.

The city government’s accomplishments also include recognitions from various award-giving bodies and partnerships with organizations supporting its public service initiatives.

For Iloilo City, the wins are not just the city’s—they belong to every Ilonggo. The true measure of progress lies not only in the recognition the city receives, but also in how its programs improve lives, expand opportunities, and ensure that development benefits communities across the city.

The address will also underscore the continuing pursuit of people-centered governance, with the shared goal of building a better, more inclusive, and responsive Iloilo City for all.
