The municipal government of Toboso in Negros Occidental has formally declared the Communist Party of the Philippines, New People’s Army, and National Democratic Front of the Philippines (CPP-NPA-NDF) as persona non grata within its jurisdiction, marking the town’s latest step in support of national anti-insurgency efforts.

The declaration was adopted through Resolution No. 077, Series of 2026, during the 32nd regular session of the Sangguniang Bayan on April 28.

Local officials said the move was intended to reinforce public safety, preserve peace, and protect development initiatives in the municipality.

In the resolution, the groups were described—consistent with government classification—as organizations linked to armed conflict, intimidation, and activities that disrupt community stability.

Officials said these actions have historically contributed to loss of life, damage to property, and delays in economic and social programs in affected areas.

While a persona non grata declaration is generally symbolic and does not in itself create criminal liability, it serves as an official expression of the municipality’s position and policy stance against the presence or influence of such groups.

The municipal government said copies of the resolution would be forwarded to the Office of the President, the Department of the Interior and Local Government, the Provincial Government of Negros Occidental, the Armed Forces of the Philippines, and the Philippine National Police for coordination and reference.

The action reflects a broader pattern among local government units in insurgency-affected areas, where symbolic resolutions have been used to align local policies with national peace and security campaigns.IMT
