The United States has proposed developing a new framework for defense cooperation with the Association of Southeast Asian Nations (ASEAN) as Washington seeks to strengthen regional security partnerships amid evolving strategic challenges in the Indo-Pacific.
US Secretary of War Pete Hegseth announced the proposal during his remarks at the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), saying the framework would guide cooperation between the United States and ASEAN over the next several years.
Hegseth said the initiative would mark the 50th anniversary of US-ASEAN relations in 2027 and expressed readiness to begin discussions with Singapore as it assumes the ADMM-Plus chairmanship.
He also commended Philippine Defense Secretary Gilberto Teodoro Jr. for his leadership as chairman of the ADMM-Plus over the past year, thanking him for his work and for hosting the US delegation in the Philippines.
Hegseth said Washington’s regional approach under US President Donald Trump was anchored on “peace through strength,” emphasizing strong and self-reliant nations capable of defending their sovereignty and contributing to regional stability.
He described the US approach as “strong, quiet and clear” aimed at deterring coercion and aggression while avoiding unnecessary escalation and making Washington’s position clear to allies, partners and potential adversaries.
The proposed framework would build on existing cooperation in maritime domain awareness, interoperability and naval engagement, which Hegseth described as practical measures that strengthen partners’ ability to prevent conflict.
He also cited ASEAN’s role in sustaining a ceasefire along the Thailand-Cambodia border, saying the United States would continue supporting the ASEAN-led effort.
Hegseth said Washington was prepared to work with ASEAN members based on their respective circumstances, priorities and shared interests, even when they did not agree on every issue.
He reaffirmed the US commitment to working with regional partners toward peace, prosperity and sovereignty, grounded in mutual respect and stronger defense cooperation.IMT
